Just addition to Antoinette's comments.
One idea behind "step <150" is that
we want to have a sort of standard dimensions
so that people (or they body) can remember where to tread next
thereby avoiding falling.
Of course, as Antoinette suggested, slow stairs are expensive as they take
more space.
If you are interested in research on this issue,
just search with "Roys (Building Research Establishment )" or
"Templer".

Nothing to stop the use of 180mm or 145mm providing you can explain why.
