Looking at P24 Part M, my immediate thought was the dimensions and suggested
best practice seem to be best/cheapest for concrete step making (althoiugh
they do align with usual standards for rise and going!).

The Approved Document M is just a guide.
Nothing to stop the use of 180mm or 145mm providing you can explain why.
