You may not be getting all of the replies, as I would think that two earlier
replies to your query would answer this:
Ruth Malkin said "I understand that shallow steps can be a trip hazard to
people with visual impairments or people with prosthetic limbs - people who
need to use steps because ramps are problematic."
and Alan Hunt said "Anything less than 75mm could be a trip hazard".

The Approved Document M is just a guide.
Nothing to stop the use of 180mm or 145mm providing you can explain why.
