HIGHLIGHTS FROM THE JUNE MEETING...
The first batch of traineeships under the ENCOMPASS POSITIVE ACTION
SCHEME will start in the next few months with a range of London
employers (the focus for the Pilot scheme). In light of the positive
outcomes so far re Council agreed on a further roll-out of the Scheme to
the rest of England and the Scheme will be discussed with the Devolved
Nations.
Bob McKee gave a lively report of his evidence on behalf of CILIP to the
WIRRAL ENQUIRY which was very well-received. The Wirral Enquiry
timetable has been extended. Read Bob?s blog post accessible from the
CILIP homepage for all the details!
For those of you thinking it?s all gone a bit quiet after Ye Universal
CILIP2 meeting last month and perhaps slightly concerned? While CILIP2,
web2 and social media were not discussed in depth at the June meeting,
they are a recurrent much-discussed theme this year and the
Communications Task + Finish Group reports to July Council on 13 July
being held at Umbrella. So proper up-date then!
The Web/ICT Board up-dated Council on the phased work to upgrade the
CILIP ICT infrastructure which will make the website more flexible and
friendly to member requirements. It takes time, but it is getting there.
Task + Finish Group being set up to construct professional guidelines on
public library standards in England as part of its response to the
current plethora of public library reviews and concerns. It is hoped
these will be a useful source of information both for elected
Councillors and for the wider profession.
On the government sector side of things CILIP is working in partnership
with a range of other cognate professional bodies on Information Matters
and particularly on feeding into development of the skills framework.
John Crawford, Chair of the Branch and Group Regulations Task + Finish
Group was in attendance at the meeting to present the work of the Group
thus far in drafting the new Regulations. The principles behind this are
to consolidate, up-date, simplify and clarify, keep them short and to
make them easier to use and understand for all concerned. Two separate
sets of Regulations are being worked on, one for English Branches, one
for Special Interest Groups. There will in addition be separate Guidance
to accompany each set of Regulations. The work to date will be sent out
to consultation soon.
In response to communication re extending opening hours of CILIP
Ridgmount Street to accommodate evening meetings and events it was
agreed to extend provision for a trial period till next May.
And? If you?re curious and want to look at us in action, then CILIP
Council is meeting at Umbrella in July (see end of this Briefing for
details) on the Monday. For those not arriving till the Tuesday or
Wednesday CILIP Trustees will be lurking on the CILIP stall in the
Exhibition Hall throughout Conference?.
IN BRIEF...
New CILIP International Board Chair?d by Biddy Fisher (CILIP Vice
President) has been formed and had a successful first meeting.
CILIP Council Membership Task + Finish Group is being formed to consider
recruitment, membership offer, partnerships and communicating the
benefits of membership and qualifications.
Work is on-going on Foundation Degrees and apprenticeships (in
association with LLUK).
An Employer Engagement Task + Finish Group is being set up looking to
improve how CILIP forms, maintains and influences relationships with
employers.
Discussion took place on the CILIP Advocacy Framework and, in
particular, ways to improve it in subsequent formulations including
developing impact measures.
Meeting of English Branches Forum is being convened.
After the call in the Spring for expressions of interests from within
the membership to serve on Audit Panel, Elections Panel and Ethics Panel
(all Panels within the aegis of the Office of the President) the
selection process is underway.
The Trustees also had an informative meeting with the Business Managers
within CILIP Enterprises responsible for Gazette, Infomatch, Training &
Development, CILIP Events and Facet Publishing discussing current
initiatives and potential developments.

Council Papers for Open Session for each meeting are put up on the
members? only part of the CILIP website prior to every meeting at the
same time as they become available to the Trustees. So to look at Papers
go to Council (from the A/Z list accessible from the homepage) and click
on Meetings 2009 ? please note you have to be a CILIP member and signed
in to the website to be able to view these.
The Council Briefing is posted after every meeting onto the Council
Matters Blog on the CILIP website and circulated to various lists and
other communicaton mechanisms.

For those of you planning on attending Umbrella and arriving early then
please note CILIP Council is being held at Umbrella on Monday 13 July in
Room N201 on the second floor of the main academic block at Hatfield at 3pm.
Any CILIP member can come and observe Council. For the London-based
members to note the next meetings in CILIP in Ridgmount Street are being
held in the Charter Suite on 24 September and 19 November. Meetings kick
off at 9.30am.
