So the vos that are only supported by lcgwms03 (our non-LHC wms) are
cedar
manmace
minos.vo.gridpp.ac.uk
ngs.ac.uk
totalep
vo.londongrid.ac.uk
vo.northgrid.ac.uk
vo.southgrid.ac.uk
(I'm not sure all those vos still exist though) Users in these vos,
would likely be unable to submit jobs to the grid while our WMSes were
down.

There is a lcg-bdii.gridpp.ac.uk DNS entry set up but its currently
only pointing at the RAL one (lcgbdii.gridpp.RL.ac.uk), If sites were
using it then it could be used to make the downtime more transparent
