We are glad to inform you that The THIRD INTERNATIONAL SCIENTIFIC - PRACTICAL CONFERENCE "GEOPOLITICS, GEOECONOMICS AND INTERNATIONAL RELATIONS PROBLEMS. NATO AND EU EXPANSION TO THE EAST  SECURITY PROBLEMS IN RUSSIA, CIS STATES, EUROPE AND ASIA" will be held on the 22nd  23rd of June 2009 in Saint Petersburg, Russia.
We would like to invite You and Your colleagues to participate actively in all proceedings of the Conferences taking part as member of Organization Committee and presenting a paper at plenary sessions.
We also would like to pay Your attention at terms of application and text materials which are extended to - 05.06.09 and  10.06.09 correspondingly. You can participate both in presence and in absence, publishing materials in a Composite book of conference papers. 
You can also take part in the open Internet voting at our websites called "Rating of Russian Institutions of Higher Education 2009" to choose the best university of Russia and acquaint Yourself  with the results of this  voting in 2008.
The list of Institutions of Higher Education is composed according to the list of Ministry of Education and Science of Russia. The results of the voting will be published at the beginning of 2010 and the intermediate results will be announced on the July, 1, 2009 to the Russian and foreign Ministries, departments and organizations interested in.

We are glad to inform You that Academy of Strategic Research, Information and High Tech, Saint-Petersburg State University of Waterways Communications, Baltic State Technical University "Voenmech" named by D.F. Ustinov, Academy of geopolitical sciences, Interregional Fund of Leningrad veterans of war and military service  fellow soldiers, National Youth Congress, Thin Technologies (Co. Ltd) and other universities, institutes and organizations are holding the Third International Scientific-Practical  Conference "GEOPOLITICS, GEOECONOMICS AND INTERNATIONAL RELATIONS PROBLEMS. NATO AND EU EXPANSION TO THE EAST  SECURITY PROBLEMS IN RUSSIA, CIS STATES, EUROPE AND ASIA" on the 22-23 of June in 2009 in Saint-Petersburg.
This is the first Conference where we have a unique chance to discuss in public methods of solving problems concerned stable development of the state, security and protection of human and state rights, building a democratic and equal world order of the 21-st century.  
The questions offered for discussion on the conference sessions:
1.  Historiography, philosophy, theory and practice of geopolitics, geo-economics and international relations:
1.1. Geopolitics and geo-economics of oceans, seas, rivers and waterway communications;
1.2. Geopolitics and geo-economics of land and land communications;
1.3. Geopolitics and geo-economics of midair and outer space, air and space communications;
1.4. Geopolitics and geo-economics of culture, art, literature, cinematography, television and sport;
1.5. Historical, philosophical and juristic aspects of interaction and interdependence of geopolitics, geo-economics, finances and international relations;
1.6. Nazism, fascism, racism, genocide and dual standards of Western-European civilization. Genesis and morphology. Historical, geopolitical and juristic analysis;
2.  Historical, juristic, philosophical and financial aspects, military, geopolitical and geo-economic consequences of one-sided abolishment of Warsaw Treaty when saving NATO. Contemporary history, interaction of events, genesis and morphology;
3.  Influence of Warsaw Treaty abolishment and further USSR destruction on geopolitical and geo-economic situation in the world, safety and vulnerability of Russia, CIS, Europe and Asia;
4.  Analysis of  correlation changes of armed forces in USSR, Russia-CIS  comparing with NATO from 1980 to 2009;
5.  Analysis of changes in amount of financing  of armed forces and military industrial complexes of USSR, Russia-CIS, comparing with NATO from 1980 to 2008;
6.  Problems and prospect of USA and NATO occupation military bases in Europe and Asia liquidation. NATO liquidation as the only way of struggle with the consequences of the World War the 2-nd, occupation fascism, struggle for freedom and democracy of European and Asian countries;
7.  Constitutional, financial and information problems of development of defense capacity, national security and independence of Russia and CIS in 2008-2035;
8.  Problems and prospect of development of CIS as a real geopolitical subject of international community and international law. Problems and prospect of the Union state recovery as the only way of the post-Soviet international legal area legitimization;
9.  Establishment of balance between air-capable fleets and nuclear-missile powers of NATO countries, Russia and other world counties as the necessary condition for creating the democratic balance between powers and peacekeeping;
10. The sovereign States right to the necessary self-defense and possession of nuclear missile weapons in conditions of unipolar world. Problems of Nuclear Nonproliferation Treaties, inappropriate to new geopolitical realias;
11. Theoretical and practical background of developing the appropriate response measures of Russia and CIS in case of the threat of the outer intervention. Development of the real methods of struggle with fomentation of intrastate interethnic and interfaith conflicts;
12. Russian windows of vulnerability. The President of Russia  as the main window of vulnerability. Genesis and morphology, analytics, theory, practice;
13. Television, cinematography and other Mass Media as the ways of unconstitutional state government, totalitarianism and ideological aggression;
14. Problems and prospect of establishment of independent pro-Russian television;
15. Science and practical background of information and state security. Mathematical modeling. Development of methods of geopolitical and historical processes management;
16. High-technology, industrial, financial and food supply state safety. Problems and ways of solving them;
17. Modern problems of ecological safety, including military and terroristic threats;
18. State and power  problems of interests and interaction. Development of scientifically-based methods of optimum interaction between power and state;
19. Army and high-technology industry  the basis of intrastate and international politics, geopolitics, geo-economics and international relations;
20. Analysis of possible variants of creating and development of new military blocks to compensate NATO and European Union expansion;
21. Speed-up of CIS integration in conditions of NATO and EU expansion, outer threats increase, including drug invasion from Afghanistan and other world drug regions;
The list of questions, involved for discussion at the Conference could be extended at Your suggestions. The number of papers is unlimited. The official language of the Conference is Russian. Participation in Conference may be done in absence, publishing materials in a Composite book of conference papers. The information content should not be more than 2 pages of A4 paper format, plenary papers - up to 7 pages. The paper content extension is possible, but should be agreed by the Organization Committee. Information about conditions of participation in proceedings of the Conference will be sent after getting the application form.
The application form for participation in proceedings of the Conference and on the Organization Committee should be sent before 05.06.09, the paper text is necessary to be sent before 10.06.09.
Composite books of conference papers will be published according to their compilation.
