Many thanks for this very useful feedback. It echoes what a number of people have also said offlist -the will is certainly there, but people lack (a) the time and money and (b) a clear steer on exactly *how* to go about it.
We'll see what we can do (and I note your point about strategy without support), but in the meantime I really do commend the Digital Preservation Coalition's Handbook at (http://www.dpconline.org/graphics/handbook/). It's not quite right for our sector, and some of the language errs to the academic, but the section on 'Institutional Strategies' has some good solid stuff about how other people have approached setting up, implementing and maintaining a proportionate approach to Digital Preservation.
For those of you with more of a background in this stuff, the DPC is running a series of Roadshows about Digital Preservation as follows:
26th June 2009 - York
19th August 2009 - London
29th October 2009 - Edinburgh
26th November 2009 - Dublin
December 2009 (date TBC) - Manchester
They are £75 a head, so you might want to look at the programme in detail. More info is at:

The meeting with the DPC, MLA and a number of others is on the 25th June, so I'd welcome any and all comments about needs, requirements or perceptions before then.

Issue is always resources - time, money and people and also lack of skills / knowing who to go to to help us develop such a strategy
It is something which concerns us and something we really do struggle with so any help that could be provided by MLA or Collections trust would be great - and by help I mean just that not dictates from MLA 'you must do blah, blah' with no help how we should do it.
