Just thought I would report back on my request for advice on reference and citation tools.
Recommended tools used by others:
Mendeley - desk top / web-based combination requiring part download, with high degree of functionality
Zotero using Firefox browser - seems to be popular
Connotea
CiteULike
Things to consider:
Flexibility of IT - ie can you get it to work on your setup
Availability of output styles
Bulk upload/download facility
Cite-while-u-write functionality
