The no Target URL received is normal because you normally hit the IDP from a SP (or WAYF) which has stuck a Service Name in the URL so the URL is something along the lines of
https://server/shibboleth-idp/SSO?target=https://server/servicename&somethingelse=yyy
But when you are testing the server direct you just enter /SSO and the target= bit is not there hence the "no target URL received" because it is! This does allow you to test the authentication bit to make sure you have to enter a valid username and password to actually get to /SSO

So, you're getting much further, you're passing through authentication, and it looks like:

is from the shibboleth logs?
Which service provider did you try to login at?
What's the name of your IdP? I can't see anything in the metadata for abcol?
