For what it is worth we have done this successfully and use PPS 23 to
justify "holding" invalid applications that do not supply sufficient
information.
I think that generally this can be dealt with by a well thought through
matrix. Ultimately on high risk sites, with vulnerable receptors ie
residential housing, this requires intrusive SI prior to accepting the
application. We do deal with extensions and conservatories in a more
lenient manner and they have their own grid.
I think the bigger problem is resolving the more narrow issue of
domestic development on potential part IIA sites. We work on the same
basis that Catherine outlined... people would rather know before
committing lots of money. The main challenge though in a possible part
IIA site is how much data is enough and to what extent you stand in the
shoes of the resident..... and what do you do when the data is
horrible...

Our basic premise is we don't expect people to carry out our statutory
duties... and you don't set people up to fail.

Dear all,
I have a query that someone might of come across in there authority and
was
hoping for some help.....
We have just adopted a constraint map for planning consultations and are
getting applications for single storey extensions/garages etc on houses
that
are built on potentially contaminated land. These houses have had no
contaminated land investigations or remediation carried out on them,
built pre
1960s and are on our Part IIa inspection list (too be investigtaed when
we
have time, money and resources).
How can we put conditions on an application of this type without causing
alarm to everyone and making the householder spend huge amounts of money
on desk study/invest etc?
Any suggestions would be greatly appreciated.
