I would be very grateful for help concerning what I think is a spurious use of
statistics to justify a very weak argument for changing the school system in
the new Bedford Unitary Authority (Bedford Borough and North Bedfordshire)
from three-tier (Lower, Middle, Upper) to two-tier (Primary, Secondary).
The Mayoral sign-off for "consultation" was signed on Monday and that
document contains plots in Excel of comparisons from 2004-2008 of Key Stage
1,2 and 4 results between Bedford Borough, it's statistical neighbours, and the
national average on key indicators (eg % level 2 or greater at KS1 English).
I am leading the parental action group against change and would very much
appreciate any help from colleagues more familiar with these sorts of data.
Although I have some basic ideas myself, I am more used to biostatistical
problems.
