We've done it both ways. Last time but one when we appointed I was told that we could have only one A and E consultant on the panel. Last time we appointed all the consultants were invited. Last time we also had the Medical School representative- our posts aren't academic but do carry an undergraduate teaching comittment. (Last time but two was a replacement for a retiring consultant and we were told that a consultant can't sit on the panel for their own replacement). I don't feel in any case that the composition of the panel made any difference to who we appointed.
With regard to being interviewed by peers, I can't see why this should be a problem. It's a standard way of interviewing for GP partnerships. Also as in A and E we probably work more as a team than consultants in any other specialty it's important from both sides that everyone gets on, so having peers on the panel is a good idea (also, I'm a bit uneasy at the thought of a consultant and clinical director not being considered "peers"). As noted earlier, pre interview visits are all very well, but to decide who to appoint in part because of what someone said at a pre interview visit rather than at the interview is legally questionable.
