You may find The DCMI document about Guidelines for Encoding
Bibliographic Citation Information in Dublin Core Metadata
(http://www.dublincore.org/documents/dc-citation-guidelines/) useful.
This document is primarily about journal articles, but the same ideas
can be followed to record newspaper details such as page numbers.
As you can see from the examples in that document, several subjects may
be included in a DC record. However I don't think it is possible to
include sub-subjects because of the essentially flat structure of a DC
record.
