SCOTLAND'S AUDITORS SPOTLIGHT LACK OF SYSTEM AND CLARITY IN DRUG POLICY
During its assessment of value for money from drug and alcohol services in Scotland, the country's
national audit body found systems poorly informed by the problems to be addressed and what works in
addressing them, and, in respect of drugs, unclear what 'value' consists of. For alcohol policy this
was less an issue, partly because abstinence is not on the radar as a social objective, leaving
various forms of harm reduction (medical and social) as the clear primary objectives.
