The North-South Sudan Abyei Boundary Oral Hearings on 18-23 April 2009 will be the first Arbitral Hearings on Territorial-Boundary Matters in which public access to already Written Pleadings and Oral Hearings will be allowed at: http://www.pca-cpa.org/showpage.asp?pag_id=1306 Previously, the Barbados/Trinidad and Tobago Arbitration was unprecedented in making Written-Oral Pleadings available but only after the 2006 Award was rendered at: http://www.pca-cpa.org/showpage.asp?pag_id=1152 and Guyana/Suriname followed Barbados/T&T practice in regard of its 2007 Award at: http://www.pca-cpa.org/showpage.asp?pag_id=1147 . The step forward by the Abyei Tribunal of making both Written-Oral Pleadings directly available at: http://www.pca-cpa.org/showpage.asp?pag_id=1306 is a remarkable and welcome procedural breakthrough.

PILPG Update: PILPG serving as Co-Counsel in the Abyei Arbitration before the PCA.
April 15, 2009
On April 18, the oral hearings for the Abyei Arbitration will commence at the Permanent Court of Arbitration in The Hague. PILPG is serving, along with WilmerHale, as pro bono Co-Counsel for the Sudan People's Liberation Movement/Army (SPLM/A).
The Abyei Arbitration concerns the final settlement of a boundary dispute between the SPLM/A and the Government of Sudan over Abyei, an area that straddles the north-south border in Sudan. Depending on the outcome of the 2011 referenda, this border may become an international boundary should Southern Sudan elect to become an independent state and the residents of Abyei simultaneously choose to become part of the South.
Under the terms of the parties' arbitration agreement, the Abyei Arbitration Tribunal is expected to issue its final decision before the end of July of this year. All materials submitted to the Tribunal by the SPLM/A and Government of Sudan are available to the public at the PCA's web site - http://www.pca-cpa.org/showpage.asp?pag_id=1306 .
The PILPG team includes Dr. Paul Williams, Vanessa Jiménez (Senior Peace Fellow and Director of PILPG's Sudan Project), Bridget Rutherford (Peace Fellow), and Courtney Nicolaisen and Anand Shah (Senior Research Associates).
