Some recent Linux distributions ship with KDE 4. Other Linux
distributions are based on GNOME. Therefore Qt 3 is not installed by
default: the situation is similar on Linux and Mac OS.
A workaround is indeed to install Qt Asssitant. However it makes sense
to ship Qt Assistant since you're also shipping Qt libraries.
