As far as Blackboard itself is concerned, multiple choice questions
can only be answered correctly (full credit) or incorrectly (no
credit).
With multiple-answer questions however you have the partial credit
option, and there an incorrect choice does mean negative credit, but
with a cutoff at 0 points.
So for example think of a question of four choices with two choices
correct. If one of the correct choices is selected, it earns you 50%
of the available points (one out of 2). However each incorrect choice
also deducts 50% of the available points. If you make more incorrect
choices than correct ones, your total grade is cut off at 0 points,
rather than giving you a negative grade.
