Without going into too much detail (I've just submitted an abstract to ALT-C on this subject), it is possible. However you might want to leave BlackBoard out of the loop.
TurnItIn does allow institutions to write their own systems against their API, via REST. As long as your other systems have similar entry points (SITS and dspace), then SharePoint seems the most logical place to bring it all together. Peter's suggestion of using Workflows is a good one, particularly as each stage can tie metadata back to the workflow'd documents.
I'm not familiar with BlackBoard's API's (or even if it has any). Hence my suggestion for leaving it out at this point.

Blackboard produced a very large admin document for connecting Sharepoint and Blackboard Together. The document can be found on behind the blackboard.

I believe it may (although I haven't had first-hand experience of this system myself). Perhaps the question now becomes, "How easy is it to link Blackboard, Moodle, SITS and dspace together via Sharepoint?" (assuming Peter wants to automate the process he describes).
