I have seen it on the Internet myself, and I
rather likes it, and I have tried to place it
myself without any luck (and even asked here some
years ago). However, I am pretty sure I have seen
the Swedish author Frans G. Bengtsson refer to
this quotation in an essay (or published letter)
written sometimes back in the fifties (or even
earlier, though I am unable to find that text by
Bengtsson right now). Bengtsson was very
interested in British literature, and read extensively.
Could the quotation perhaps be found in a
collection of letters by Kipling? I am
unfortunately not very familiar with his letters.
