This needs both a date and a place stamp -- when I was a student in the
sixties, *all higher education throughout the UK was fee-free, and carried a
cost-of-living allowance.
A bit like what still applies with basic (pre-higher) education.
At some point, it was decided that post high-school education was a "luxury"
(dumbing down, anyone?) and fees were charged in England.
I think Scotland has still managed to avoid this silliness.

On my course in London, we had to pay 3000 a year for a part time masters
course and near to 10,000 for a year if you are a foreign student. Unless
you are on a scholarship or are studying in Edinburgh, education is not free
here anymore.
The US is so much more expensive. Make me think that they only want to the
rich to be educated...
