I have been asked to tabulate all our major resources for which we are not invoiced in Sterling; indicate the percentage native currency baseline increase 2008 - 2009; then show the real percentage increase when the post-currency conversion price is arrived at. Colin is right that a scenario based on more favourable rates needs to be conjectured but I think the idea is to send as stark a message as possible to the centre.
Although we obviously cannot predict exchange rates at the time of next year's renewal it is anticipated the news will not be good but at least we will have an idea of our exposure to the currency issue.

Subject: [LIS-E-RESOURCES] Budget planning and currency fluctuations
Dear all,
Having tried to write something for the budget that aims to highlight
risk and cover all possible scenarios regarding the dollar and euro
fluctuations, can I ask what you are doing?
We've considered asking for an extra ?% based on those journals we know
are not billed in £, but at the moment it appears to be more of a
guesstimate than anything.
How are you approaching it?
Any help appreciated.
Mandy
