I guess this is expected bahaviour (certainly not desired), in a way.
We're pushing data protection issues unto unsuspecting users so that
we can wash our hands in 95/46/EC-approved soap.
It's certainly no surprise that it's us being more concerned with
the protection of our user's personal data than they are themselfs.
From SWITCH I heared that if there was a button along the lines of
"remember this and release this stuff to anyone" most people would
select it (they might be able to supply you with numbers).
The "don't bug me" button, if you will.

Yes, this is specific to simpleSAMLphp and not usable with
e.g. Shibboleth.

I fully agree. This is certainly an area which needs additional work,
not only with good descriptions (and infrastructure to support those),
but also wrt I18N, possibly using 'preferedLanguage' attributes or
making most/all interfaces at least bilingual (i.e. adding english
descriptions to UI elements; not so much a problem for this list, I
suppose).
