As far as my study is concerned, Indonesia's partial submission for
the area to the northeast of Sumatra may involve maritime boundary
with India. It is quite clear from the executive summary of the
submission that one point of the outer limit of CS is placed on the
"computed median line" between Indonesia and India. The computed line
is the elongation of the existing boundary line between the two States
agreed in the '70s. Interestingly, there has not yet been any
diplomatic communication between Indonesia and India concerning this.
Two other potential submissions are for the area to the south of Nusa
Tenggara (Bali, Lombok, Sumba) and to the north of Papua. Surveys have
been conducted for the purpose but result has not been revealed yet.
There is possibility that Indonesia will submit only indicative
statement with supporting geospatial data and documents provided at a
later date.
For the area to the north of Papua, potential maritime boundaries
coming into play are likely those with PNG, and Palau. In addition,
there is also possibility that Indonesia will deal with Federation
States of Micronesia (FSM). However, there has been no official
result, statement for the Indonesian government.
re: Palmas,
IMHO, I do not think that Palmas has something to do with Indonesia's
ECS. It will, however, play an important role in maritime boundary
delimitation with the Philippines, the negotiation of which is being
undertaken.
