Hi Massih,
You can certainly resample your ROIs from surface to volume space.
Look at mri_label2vol in Freesurfer.
I would recommend first morphing from fsaverage (or your average
subjects surface) to individual surfaces first, and then to register
(FLIRT) that to the corresponding individual DTI volumes.
I don't know what you'd do with that in TBSS (the gray-white boundary
of freesurfer will be nowhere near the white matter skeleton), but for
sure you can use these ROIs as endpoints in tractography.
One word of caution: the orientation conventions are different in the
two toolsets, so you may need to use fslswapdim/fslorient to avoid
getting your ROI in the wrong spot. Of course, check your resampling
at each stage for accuracy.
