Responsibilities
Under the general supervision of the Chief of the Human Rights Treaties Branch and the direct supervision of the Team Leader of the Treaties and Follow-up Unit, the incumbent: Acts as Secretary of the Committee on the Rights of Persons with Disabilities; Strengthens the research and analysis support capacity of the Secretariat of the Committee as well as other human rights treaty bodies; Prepares documentation for the Committee sessions, including the draft-annual report of the Committee to the General Assembly; Prepares draft-guidelines for following-up to Committee recommendations; Coordinates with the Petitions Unit the programme of work of the Committee relating to the petitions procedure provided for under the Optional Protocol to the Convention on the Rights Of Persons with Disabilities; Oversees preparation and conduct of inquiries under the Optional Protocol to the Convention on the Rights of Persons with Disabilities and implementation of the recommendations resulting from such inquiries; Facilitates and assists in the adoption of measures to rationalize the functioning of the treaty body system; Services the meetings of the Committee and other human rights treaty bodies and their working groups, as required; Prepares legal analyses and drafts legal background papers for the Committee and other human rights treaty bodies, related to State reporting procedures; Undertakes research into the travaux preparatoires of relevant human rights treaties and monitors relevant developments in regional human rights institutions; Prepares and participates in missions relating to the Committee's procedures; Prepares the documentation for the Meetings of the States Parties to the Convention and participates in their organization;
Competencies
Professionalism - Comprehensive knowledge of, and exposure to, a range of human rights issues, to include approaches and techniques to address sensitive and complex problems; very good knowledge of institutional mandates, policies and guidelines related to human rights, in particular treaty body monitoring mechanisms. Good analytical and research skills, including ability to evaluate and integrate information from a variety of sources and assess the degree of implementation of international human rights norms in States Parties; Communication - Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations at senior levels, both orally and in writing, in a clear, concise style; Teamwork - Ability to interact and to establish and maintain effective working relations both as a team member and team leader, with people of different national and cultural backgrounds; Planning and Organizing - Planning and organizing own work and that of others. Leadership - Ability to oversee work of more junior staff.
QUALIFICATIONS
Education
Advanced University Degree (Masters or equivalent), preferably in law, political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Work Experience
At least 7 years of progressively responsible experience in human rights field, including 3 years at the international level, preferably within the UN.
Languages
Fluency in oral and written English or French; working knowledge of the other. Knowledge of other UN official languages is an advantage.
Other Skills
Knowledge of sign language, Braille and information systems used by persons with disabilities would be an asset.
