Dear all
I am a PhD. final year student at the University of Tokyo and I am
estimating the returns to education among persons with hearing,
physical and visual impairments of a developing country in connection wi
th
their employment and income.
About categorizing the disability from their age, e.g. whether they
are congenitally disabled or noncongenitally, until what age can be
considered being disabled by birth?
Some argue that even if a person become disabled not exactly by birth
but within 2 or 3 years, where they can be considered prelingually
disabled, I wonder if there is any proper way to decide this.
