Another thing to consider here is that different lighting states would be
suitable for different people (even using the same lighting kit). In modern
'intelligent' buildings the identity of the student could be automatically
sensed (by rfid or similar) and the lighting state switched to a specific
configuration suitable for that individual. Control systems of this sort not
only respond to the needs of the individual but can also switch things off
(and for that matter on) when not (or are) required - a bit greener than
just relying on individuals to switch on and off.

My understanding is that people would normally be referred to a low
vision clinic to have an assessment of their specific needs for
lighting. This gives the opportunity to try a range of different lights
to help them decide which is the most suitable for their specific
condition.
