We are in exactly the same position as you and are disappointed that this offer is only available for the complete T&F package. We did formerly have the full package with T&F but due to the financial situation this year have had to make a decision (based on a value for money assessment of the two collections) to only go with the SSH package.
I did ask if T&F would be willing to apply these prices caps for the access fee and core institutional subscriptions to the SSH collection but was told this wasn't possible. I was also told that they are planning to introduce a price cap on SSH subscriptions for the first time in 2010 but only if the ST collection is also purchased. Talk about restrictive practices!
I guess that decision is a strategic one by T&F in order to try and retain subscriptions across its whole collection. Maybe T&F needs to listen to its customers especially if there are a number of us in exactly the same position. Otherwise they could be in danger of pricing us all out of the market for their journals.
