Our service has used the Tobii a few times, I think it does what it says on the tin, if you read the tin carefully! Yes, the resolution of (any) eye gaze will not be 1px (i.e. like a mouse) - but there are tools (i.e. zooming) you can use to improve the resolution in mouse-mode. The device will run whatever application you like (you can add them to the Tobii software interface if you like), but only some are 'eye enabled' (e.g. Grid2, or Tobii's web browser), otherwise you will need to use the computer control facility (cognitively more difficult).
In general, there are a few new models and devices coming out at the moment too, so keep a sharp eye out - also, the only way to know, really, is to have a go with them.... (sorry!).
