problem did make it into the release, so I'm not sure what's going on
here.

No, for the (t)csh, you'll need to put:
source /usr/local/bin/star/etc/cshrc
in the $HOME/.cshrc file, and
source /usr/local/bin/star/etc/login
in the $HOME/.login file, and make sure you're running a login shell (if
this isn't true you'll not source the "login" script and you'll not get
the various environment variables setup, like GAIA_DIR).
Finally edit the two files above /usr/local/bin/star/etc/cshrc and
/usr/local/bin/star/etc/login and put the line:
setenv STARLINK_DIR /usr/local/bin/star
in _each_ at the top.
