INVITATION TO TENDER
Developing an Evaluation Model for a Project to Prevent Child Sexual Abuse
in BAMER communities
Stop it Now! London (Stop! London) is developing a three year project to
pilot a community prevention programme on child sexual abuse with Black,
Asian, Minority Ethnic and Refugee (BAMER) communities in London.
The project
Project aim: to pilot a community prevention programme on child sexual abuse
(CSA), taking a participatory approach and targeting activities with BAMER
communities in London.
The project has three objectives.
1. To develop and pilot an internal evaluation model that is able to measure
the effectiveness of prevention activities on child sexual abuse in BAMER
communities.
2. To pilot a community prevention programme on child sexual abuse that
targets BAMER communities in London.
3. To identify and help other groups in Europe (Western, Central and Eastern
Europe) to adapt the pilot to their own country.
The Consultancy
The purpose of the consultancy is:
1. Facilitating an internal evaluation
To facilitate the development of an (internal) evaluation model & tools that:
- Gain baseline data from the pilot community on their current attitudes and
behaviour concerning CSA (please see Annex D – the outcomes framework for
London)
- Measure the impact of project activities on the pilot community in terms
of changes in their attitudes and behaviour concerning CSA
- Assess the most appropriate processes and structures to effectively
implement prevention activities on CSA with the pilot community.
- Are simple, cheap and easily implemented by the project partner staff.
To build the capacity of Stop it Now! London and project partner staff in
order that they can implement an internal evaluation.
2. External evaluation
To make an external assessment of the success of the evaluation model (and
tools) developed and piloted in the project.
3. Replication of the evaluation model
To identify lessons learned from the work and make recommendations on how
the evaluation model and & tools piloted through the project could be
improved for future use by other BAMER community organisations.
To contribute to the development of a prevention toolkit for BAMER
organisations by adapting the evaluation model (and associated operations
guidelines) piloted during the project for use by other BAMER organisations
across the UK and Europe.

Contract offered: March/April 2009
Cost
Tenders are expected to be within the range of £15,000 to £25,000 (including
expenses and VAT) for the implementation of this project.
