Clearly ROMEO is a derivative service, and is probably not yet updated.
Beyond that, reconciling the various inconsistencies in the combined
Blackwell-Wiley statements, I'd have to rely on professional
judgements to decide in accordance with University policies.
Personally, I'd take the most positive interpretation of the license,
and document my reasons.
