I hate to pile confusion upon clarification, but it's worth pointing out
that an exception exists for non-UK nationals who have been resident in
the UK for 3 years on a non-student visa. Fulfilling that requirement
would qualify for one for 'Home' status with regard to fees, and should
make an applicant eligible for the same funding offered to British
nationals. At least that's the situation in Scotland - I don't know if
variations exist elsewhere.
I was resident here on a non-student visa 3 years and 1 month of the
start date of my course, which meant I just qualified for a studentship.
It's tricky and frustrating if you don't have British citizenship, but
not impossible.
