We got a letter about a month ago about the new forms, and saying they would be available from major city libraries. I e-mailed and asked for some, which were promptly sent. We've given out a few so far and it has been useful a couple of times to show people them, although often people prefer to order online or from the Registrar (whose forms we also have).

I don't see the point in stocking these forms - we tried it in the past and they were never used.
