Have you run the basic setup commands:
FSLDIR=/usr/local/fsl; export FSLDIR
. ${FSLDIR}/etc/fslconf/fsl.sh
where FSLDIR should be the location that FSL was installed to.
Hopefully that's all that is worng, but, if you run these commands and
still can't find fslmaths/prelude then I expect you need to reinstall
from scratch.
