Folks. If you go to the US Embassy, London website there's a press release warning about these scams. but rest assured, if you are simply passing through a US airport on your way to the WFTC Conference (Lima - http://www.mundolibre.org.pe/conferencia/indexen.htm ) you won't need one anyway. You will need one if you intend to leave the airport perimeters for any reason.

The website you listed is essentially a scam - they are asking for $49 for a pdf describing the application process.
I think the actual authorization is free; have not ready this in detail but this looks more credibel: http://www.cbp.gov/xp/cgov/travel/id_visa/esta/
