Maybe the conclusion is that we shouldn't be looking for a
one-size-fits-all solution because the situation can vary a lot from
case to case. Sometimes it will be easy to retag the old code with a
higher version - there was a recent glue schema problem which was fixed
like that and it happened very quickly. Sometimes the developers will be
able to fix the bug quickly and push out a real upgrade. Sometimes there
will be an easy workaround for sites which have upgraded. Sometimes
there may be complex dependencies which are hard to unravel, and it is
easier to just re-install the old version from scratch. Sometime there
may be something like a database schema change which can only be undone
by manual intervention.
