This was in a previous role but mostly helped. I too tried to arrange a lunch, with speaker for CPD purposes whilst having an opportunity to visit site - like you, no one accepted!
I would see employees for consultation, get their trust etc, explain my role, how it was impartial etc, but that their rehab back to work was ultimate goal. I'd suggest meeting with Mgr to discuss if there may be any options around RTW, duties hours etc, never raising expectations though. Suggest I write to their GP, not for a report so no consent, but to introduce myself and concept of OH, what employer could do, remind them of benefits to psychological wellbeing associated with work and suggest we all work together.
i was usually lucky to have gained employee trust. I always undertook a thorough assessment, including affect of condition on daily living, any other issues that may affect recovery, domestic, social etc. With a view of accessing other agencies. Mostly, but not always, employees would come back next time from GP more positive, that GP had been plsd and wanting to help.
I would then facilitate a meeting with Employer and Employee to move it forward, and equip Mgr to manage!! Perhaps I was just lucky!
Now I have gone on and on!! Am on a long train journey back from meeting! Must be nearly there now!

if you've an approach that works please share.
I know of colleagues who've put on 'open days' with lunch to encourage local
GP's to come and meet the team and encourage better working relationships
and rapports. Sadly not one came.
We actually provide an OH service to local GP's and I have to admit the
rapport I have with them is excellent, that's not blowing my trumpet just the
truth. However, this does not help when the GP (as in the case I have previously
mentioned on the list) is from another locality which we do not cover from
and OH point of view.
