It seems that the principal difference between repositories for institutions
and repositories which collect teaching materials, is that the former
generally make their metadata available for harvesting by aggregators,
whereas the latter generally don't do this. This might be to do with a
different sense of ownership and how ownership is retained, prevailing in
each camp.
Organisational issues (including policy and governance) are hugely important
for the development of repository services of both types. Perceptions of how
these issues might be resolved differ, not just because of the IPR question,
but also because the function of the repositories differs too.
Other than that, a large number of issues are the same, and both repository
communities would have benefitted in the past from more discussion across
programme boundaries. I guess that the original programmes were divided as
they were for administrative purposes, rather than to reflect a fundamental
divide..
