It would be Highways engineers who are likely to have undertaken any
consultation exercises for specific installations. Their usual first
port of call would be the RNIB to find out if there is a local group.
I am unaware of any general research into consultation on guidance
paving, or evidence of need. There was a research paper on the selection
of different patterns for guidance paving, but I do not have it to hand,
but can locate it if you want to see it.

Does anyone have consultation research or evidence of the need for the
Information Surface tactile paving.
See Chap 7 Guidance on the use of tactile paving surfaces for details at
www.dft.gov.uk
It states' To maximise its effectiveness the surface should be used
sparingly and only after local consultation with relevant local groups.'
