I can't quite recall the distinction Oliver made, but I got the impression
it would be published in the Popular Series. As for the coverage, certainly
the already-published volumes are used as a model for authors, and
Herefordshire at least will be in line with what you suggest. Of course, the
digital OS Gazetteer is not cheap ((if I am right in interpreting their
website as saying that there is a minimum charge of £100 + VAT for each
order, even for individuals), and not everyone has a copy.
