Conditional Cash Transfer programs aim to reduce poverty by making welfare
programs
conditional upon the receivers' actions. These programs offer poor families
regular sums of
cash via a social contract with the beneficiaries - for example, sending
children to school
regularly or bringing them to health centres. The seminar will focus on some
methodological
aspects of conditional cash transfer programs. Dr Marcos Vera-Hernandez will
focus on two
methodological issues: (1) whether the unit of treatment should be the
household or the
village; and (2) the challenges faced in quantifying the contribution of the
conditionality to the
final outcome. Timothy Powell-Jackson will review the methods used to
evaluate conditional
cash transfer programs, with a view to examining to what extent these
different methods help
us in understanding how such programs work. Professor Armando Barriento will
be the
discussant.
