I agree with the comments that are focused on working at the relationship
here.
To me it is a matter of trust, in that HR have got to be confident that OH
will handle cases in a professional and business minded way. The HR manager
needs to be confident that self referrals will be handled appropriately and
maybe needs reassurance, examples of how this has been or will be be done.
Similarly, OH need to be able to trust HR to handle any outcomes
appropriately. We have all been in situations where the trust is not there -
can you change the culture, or is your energy best spent looking for
alternative employment where profession trust is present.
Anything but trust is going to be counterproductive for the business.

tactics. Has the manager given any kind of rationale for this?
I can understand the need for OH to send a report to management following
any referral, whether via the manager or self-referred. The whole purpose of
referral to OH is to encourage the client to return/remain in work and for
OH to outline any modifications or adjustments required within the work
environment or role to enable this to happen.
This manager sounds incredibly controlling but, just playing devil's
advocate, do you think s/he may be threatened by you and is trying to exert
some authority? Or could it be that s/he doesn't fully understand the role
of OH?
Is this person new to the role and perhaps trying to make their mark?
Do you think you would be able to have a conversation with this manager and
explain what your role is and maybe forge a better working relationship?

Dear all,
The HR manager of organisation I currently work for has put together a
proposal (without my input or consultation) to 'eliminate' self referral to
OH. All
referrals are to have management agreement and all referrals will require a
report to be sent back from OH 'detailing the reason for attendnace and
outcome'. Personally I think this has more than an element of control &
smells
strongly of bullying. What does everyone else think??
