I absolutely agree with you!!
We have self referrals available, and although they are only a very
small proportion of our total referrals, they almost always happen
because it's an issue with the very manager who would be referring them
otherwise.

Subject: [OCC-HEALTH] Self referrals
Dear all,
The HR manager of organisation I currently work for has put together a
proposal (without my input or consultation) to 'eliminate' self referral
to OH. All referrals are to have management agreement and all referrals
will require a report to be sent back from OH 'detailing the reason for
attendnace and outcome'. Personally I think this has more than an
element of control & smells strongly of bullying. What does everyone
else think??
