We're all being a bit precious here aren't we?
If the client is paying for your services they should be entitled to
limit access however they wish. It is also fine to request information
and a report subject to the usual confidentiality issues. Maybe the
company is having to tighten its belts? There is a cost associated with
every visit to OH and it makes business sense to have some controls at
least to prevent abuse.
This is an excellent opportunity though to lobby management and HR to
design a service that will help them meet their business needs and
compliance with h&s regs. Perhaps you could write your own paper
proposing cost-effective changes that would help improve the wellbeing
of employees and reduce their costs.

Dear all,
The HR manager of organisation I currently work for has put together a
proposal (without my input or consultation) to 'eliminate' self referral
to OH. All referrals are to have management agreement and all referrals
will require a report to be sent back from OH 'detailing the reason for
attendnace and outcome'. Personally I think this has more than an
element of control & smells strongly of bullying. What does everyone
else think??
