Have you explored with the HR manager why he/she wants to implement this
change? - is there a perception held that might be inaccurate?
This would clearly have a direct impact on your professional judgement as to
what might and might not warrant feedback to the organisation. One should
also consider whether consultation with the employees is indicated - e.g. it
may be worth exploring whether changing the access arrangements to OH by
direct self-referral would result in a change in the conditions of
employment - is there union representation recognised within the
organisation and if so, have they been consulted ??
