You have raised an interesting question. From my understanding of these two
phrases, I would like to suggest that '以为' implies the speaker's
assumption but usually this assumption is not true to the fact. So I think
for your student's sentence: 我以为与中国年轻人见面是很有意思的 is correct
in one sense if s/he could provide another sentence which is contrary to
his/her assumption eg. 可是我见到的...并不是这样. So usually 以为 is used
to express something has happened already. It is not often used for a
future event.
Whislt 觉得 is used to express a speaker's personal viewpoint or his/hers
feeling. It implies 'think' and 'believe' it could be used for both future
or past events.
I think this can apply to your other sentences:
我觉得应该先跟他商量一下。(Something has not happened and this is your
personal viewpoint)
> 这部电影我以为很有教育意义。(It is contrary to your assumption, probably
you have seen the film)
> 我以为是谁呢,原来是你。 (It is contrary to your expectation, as I am
not expecting to see you but you are here. )
