This UV light and drug user debate seems to have been running for a
while now . . .not sure if anyone else has said this but perhaps . . .
Next to a public toilet should be a separate secured cubicle, with
needle dispenser and needle bin. Then users would have an alternative
and are more likely to stop using general use WC's. . . .
I know it would be a brave step to accommodate users in such a way, but
in city centres where there are real problems its better than having
used needles lying around and a UV lit streets, toilets etc.

In the same vein... addicts overcome the UV lights simply by drawing the
position of their veins on their arms before they enter the toilet
anyway.
