Where I last worked in the public sector we always intended to keep only the
scanned record and destroyed the paper original within about 3 months,
written in policy. This gave a chance for the QA process to pick up if anything
had gone wrong in the scanning.
There were of course occasions where we had to keep the original as well as
the scanned copy. This was where funding bodies explicitly requested the
original, usually “wet-ink” signature documents such as apprenticeship
agreements and so on. We quite often would negotiate with these third parties
over what paper records they expected and what electronic only records we
could keep.
It was never easy!
