Just stop accepting new jobs (i.e., prevent any new atlas jobs from
running). The pilot factory detects this and backs off. Panda sees no
pilots are running and stops assigning you jobs.
The system is really simple and works well.
We can also put your site offline in production if you like, but then
it's a manual operation and outside your control (i.e., you then have
to get someone to turn you back on).
